Better boat tour than snorkeling tour

Nice boat, friendly crew of two professional and helpful gentlemen, and friendly owner. However, the tour was marketed as a snorkeling tour and while they cannot predict or guarantee the conditions of the ocean, one of the crew members indicated that it was unlikely that we’d see anything and that this was typical for this time of the year (rainy season). We also only stopped at a single location for snorkeling. From my perspective, having been on several of these types of tours, it was more like a boat tour and less of a snorkeling tour. This was somewhat frustrating as we were really looking to snorkel. I understand that they cannot control the conditions of the ocean but if this the typical condition for this time of year it would be best to be transparent prior to booking. This private tour cost $600 and I would not have paid this with the prior knowledge that it’d be unlikely that we could see much in the water. If you are looking for a boat tour this might be great and it should be then marketed as such, the scenery was beautiful and crew was lovely, but the snorkeling gear was only fair (they didn’t have a child size life jacket for instance) and we couldn’t see the fish.
